However, I do not know anybody, nor have I ever encountered anybody who welcomed these calls or viewed them as anything other than a nuisance.

Calls are definitely a nuisance, an e-mail is OK. Worst case is that it's ignored.

As a hiring manager, and a nice person, I would politely tell you that we only accept applications for current openings through our public website, then would send you to my spam/block folder. Most would probably just do the latter. That would only work at a "mom & pop" where your e-mail happened to be the day the owner had just fired someone.

You would only talk to them on email if they were referred by someone correct? I used to do the cold email and would get.........."how did you get my email?"
