Hello,
I'd like to get a business type job dealing using SQL, hopefully some kind of reporting position. Would it be useful to get an MSCA cert so that I could put it on my resume?

I'm assuming that you mean the Microsoft MCSA, if that is the case, then the short answer is that any verifiable education is almost always going to increase your chances of landing a job. Keep in mind that unless you have experience in SQL, the cert alone won't really help you if you're able to land an interview.

I would also advise that you don't go through some costly program for the MCSA, since it's something that can be self studied.

Honestly, I wouldn't bother. I looked at the MCSA, myself. There are 3 tests needed. If you give yourself 2 months for each exam, you are looking at 6 months.

I would look at getting an Access/Excel job first. If you get an Access job, it will be easy to get direct SQL experience with pass-through queries in Access.

I went from Access queries in design view to pass-through queries in a short time.
