Agree that it can be either or both.

But does it really matter? Or more specifically, shouldn't the focus be more on how the situation can be changed?

Some jobs are just boring and do not lead to advancement. Many call center jobs that involve taking orders are like that, as are a number of retail jobs. It isn't that manager's job to challenge anyone, just to be sure the procedures are correct and the work is being done.

On the other hand, if the job is in research & development and a gifted employee is doing routine work all the time, that's most likely a management problem.

Management. If you're good at your position and comes easy to you and can offer more to the company, they should be raising you in the ranks to greater responsibilities to retain your talents . Thats what GOOD management does.


You will RARELY find good management today however. Today, they are nothing but self serving glory seekers all out to make themselves look good

Both, but not necessarily at the same time.

It's incumbent on the employee to speak up when they're not feeling challenged/insufficient work. If you don't look out for yourself, who will?

It's incumbent on the manager to ensure tasks are being done and up to a standard, and at the same time develop employees for progression and more responsibility (if possible). If the employee expresses a desire for more, it's a huge disservice to both if that's not acted upon.
