Hopefully, labor officials can get it out of him. Having to hire an attorney will eat up a lot of your money with no guarantee of success. Good luck on this. I got stiffed by an employer who later went bankrupt. He was an alcoholic narcissist who stiffed everyone in town.
To be fair as a freelancer, checks OFTEN go missing. I've gotten to the point where I just automatically send a fedex label with my invoice. It legitimately seems to be a problem with my mail service.

I am a software developer contracting with a big name company via a recruiter. About an year ago this recruiter had approached me for a contract position and I cleared the interviews. My payroll was being run via W2 by the company owned by this recruiter. The contract ended and the recruiter said that the last month's salary will be mailed via check. It's been two months and the recruiter keeps saying that he has mailed my check and giving me the run around. What are my options? I don't want to lose about $20k

Not in the US. You might be confusing this with asking for the defendant to cover your attorney costs in the event you win a lawsuit along with other damages.
A lawyer letter isn’t necessary. Send the demand yourself and also add that you “reserve all rights to enforce all rights and remedies available under applicable law”.
