I originally wrote Baltimore as "ghetto" but am deleting that. Many cities come to mind when I hear the word ghetto, but most cities only have sections or pockets that are so down-trodden to be defined that way. So I'm changing my answer to Port-au-Prince, Haiti.

Sooo...what city comes to mind when you hear "was hard-scrabble, but is now showing signs of promise"?
