Are you kidding me? I've been to Vancouver several times and the people there are extremely friendly, especially for a big city.
Agreed. I'm a transplant living in Vancouver, I find people very friendly, courteous, and easy to get along with. I think people just have a hard time penetrating social circles, Vancouverites are indeed friendly, but because of the time pressures many here live under, they often don't seem to have the free time to add new friends to their lives, just as a matter of practicality. That doesn't mean they lack social skills or are in anyway unpersonable when you're interacting with them in the public sphere, quite the opposite in fact, it seems quite easy to have conversations with strangers.

Well to be fair, NYC has been multi-cultural since century 19, London on the other hand only in a large way since the 1980s, ditto with Vancouver. These things take time and by time I mean more than just 20-35 years.
