In which city or country would be found the best-spoken people? Such persons would be able to express themselves clearly, and without being pretentious or long-winded. They'd be as snappy in speech and fluent in writing as can be. And maybe, they'd be witty

Newfoundland. They can be as long-winded as you let them be, but are also the masters of the hilarious one-liner. Oh, by the way, their grammar is terrible.

Finland. We never (well not usually) lie, and say how things are, regardless of your feelings. If you have a terrible haircut, it is terrible, and you're gonna hear about it. No "oh, lovely hairdo you have!" here.
And witty, oh yes. And sarcastic and experts on black humor. Wanna hear a holocaust or pedophilia joke?

Ok, moving on. A Finnish 'humppa' (Finnish very fast dance music related to jazz and foxtrot) band called 'Eläkeläiset' (the pensioners) was on a gig in Germany. The organizers warned the band before the gig that no jokes or puns regarding nazism or homosexuality are allowed. You know how the band greeted the crowd? -"Hello all you homo-hitlers!"

Sums up the Finnish mentality quite well IMO.

As an English expatriate, I've come to admire German linguistics. The local usages of negation in interrogation, exhortation in the subjoined moods of verbs, and the connotation of continuation or finality in the aspect of compound-verbs are talents which I'd like to take to America with me. You see, I'm on my way to the U S A
And the spacing of initials can be altered, according to a wonderful Czech tradition, I believe, to show whether they are being used attributively or adverbially, as in UK ways (or even UKways), or substantively, as in the ways of the U K. And to have the opportunity to collect such aids to fluency, even if they aren't perfectly understood, on one's travels, is a great education

After you get to the USA, I really think you should spend some time in Alabama, Georgia and Mississippi.
