In India, the high school matriculation examinations were once considered the most important day in a person's life. The score on the exams would qualify a person for an appointment to a government job, and one would then be set for life.

In Turkey,The government hire two groups of employees. First one is Standard civil servants and other one is qualified civil cervants. For being a standard civil servant tou have to take Public personnel selection exam-B. It consists of Calculus, Turkish Language, Turkish history, Geography and Constitutional Law. After this exam you are ranked from 1 to thousands and apply for job vacancies(No interviews but some departments need Foreign Language ability and they want you to prove whether you know generally English, French, German languages, in some cases other languages.you either take Toefl or IELTS or Foreign Language exam done by government)
For being a qualified civil servant, First you have to take Public personnel selection exam-B then Public personnel selection exam-A(It includes law(10 different sub-grups) Business, Economy,Statistic, Treasury, Public Management,Econometrics, Accounting, International Relations,Labour Economics and Industrial Relations according to your field you can choose few of them or all of them ıts optional)
Again You have to improve your foreign language knowledge. after taking and passing these exams. You apply the jobs and generally all departments make their own exam. after passing departments exam. you are interwieved.Then referance check then you get the job.

They apply then there is an interview and if accepted they get the job then.

I had a multiple choice exam with a small written portion that I needed to score 90 or above. I then had an interview. The process was long but worth it IMO.

There is no longer any public service recruitment test here. Positions are advertised publicly and traineeships are offered to young people. Quite a few people are also roped in by family members, usually they are trialled on a short-term contract and if they are good workers will be offered a contract extension or a permanent position when it is publicly advertised. Public servants once made permanent cannot be sacked or made redundant unless convicted of a crime or gross negligence.

In Ancient China, there used to be an exam system that potential government clerks had to pass. I wonder if in Modern China they still use a similar system or it is just being a member of Communist Party.
