All three cities could be considered (in different time periods) the capital of the spanish speaking world. Historically, Madrid (much like London for the English speaking world) was the political capital and economic centre of a vast empire and was up until the 20th century by far the largest and most important city in the spanish speaking world. Buenos aires probably took over when Spain fell into europe's periphery and Argentina rose to being one the richest countries in the world.
Currently, I consider Mexico the capital of the spanish speaking world (largest GDP, largest population, most influential media (televisa in LATAM and USA) and probably even the biggest political importance. living standards, however, are still behind.
What do you mean by richest? Mexico City has the highest total GDP because it is by far the largest but overall the average standard of living is the lowest of the three and it's the poorest of this trio.
When it comes to how rich these cities are the ranking would be:
1 - Madrid
2 - Buenos Aires
3 - Mexico City

Comparing the three cities is like comparing pears and apples, not in the same league.
Nobody thinks that Mexico City is equal, the same or better than Madrid because the two cities are not comparable.
Mexico is infuential becuase of its size and all the media that comes out of that city. I know some people might disagree with me on this but I have to say Caracas, Venezuela is another important city when it comes to entertainment and over the last decade or so it has had real influence in politics all over Latin America. Havana Cuba would be another important city.

Madrid has immigrants from all over the Hispanic wold, which Mexico City lacks. On the other hand Mexico City media has a lot of influence in Latin America.

Really guys? None of all these statements come anywhere near reality.
Going on-topic, there is no dominant city in the Hispanosphere, although I'd say Madrid is still the most important, at least from an Argentine standpoint.
