Jumbo, the real elephant who inspired the character Dumbo, died in a train accident in the late 1800s in the southwestern Ontario town of St. Thomas. Here is his memorial at the site of the accident:
Hmm. I don't think Massachusetts is that bad, New York State is similar downstate and upstate, never noticed Massachusetts as being terrible though I've heard a few people from other parts of the country complain.
My last visit to Montreal was last year and I noticed that they were bad but not quite as bad as usual. What you described though really mirrors Massachusetts. Some seem to get fixed in decent time and others are in just downright deplorable shape.
Admittedly though I haven't spent much time in Quebec outside of Montreal and QC.
What Quebec did is it downloaded a lot of stretches of provincial highways (that it used to be responsible for) to the municipalities by saying they were more local roads than true intercity highways.
This freed up money for ramped up maintenance programs for major highways like autoroutes.

I guess my view is Boston centric and I find the roads really rough on my vehicle. Much worse than other parts of the country I have lived in. Western Mass could be much better when I think of it though.

Miami, Orlando, NYC (Didnt drive there so cant comment that much). Plus some long stretches for work in the DC area. For some reason the streets in Boston just stand out to me as the worst. Even from my impressions traveling and driving in other parts of the country.
Nothing scientific of course, just my impressions.
