It doesn't necessarily need to be based on personal experience, but what do you think the leading city or cities are in terms of upscale living?

I refer to -quality- of lifestyle, accommodation, hotels, entertainment and restaurants etc. and not specifically to demographics of millionaires and billionaires.

By "upscale" I generally refer to the HNWI bracket and above.

L.A, London, Miami, Ft.Lauderdale, NY, Tokyo, Shanghai, Berlin, Barcelona, Marbella, Nice, St.Tropez, Ibiza, Monaco etc

Two stand out:

Monaco is the most exclusive, though it's a small city.

London has vast vast areas of land set aside for only rich people.
