Chicago is up there. It really revolves around Lake Michigan -- a large percentage of the city's population lives within a short distance of the lake. But then you've also got the Chicago river snaking through downtown. You can't escape the water in Chicago, and the water is generally beautiful.
I've been told that Niagara is not too shabby for this.
As a scenery, yes, but are the cities anything more but boring suburbia? Hardly.
