Of the developed, first world nations.

Stereotypically, one might think France, Italy, Japan, Korea are top. Least maybe parts of the US/Australia? In terms of being more casual etc. Or maybe Scandinavia?

I mean in terms of how much attention/money is spent on looking fashionable, for both men and women.

American fashion consists of wearing damaged t-shirts or backward baseball caps with the "correct" corporate logos on them. Bonus points if your clothes don't fit. Even when going somewhere that would normally require making a bit of effort to appear presentable. Like to apply for a job or to appear in court or to apply for social benefits..

Fashion here is very casual. Aside from maybe Melbourne I would hardly rank Australia up there. Brazil is the same.

If we are talking about the "high fahion" world,the value of Vogue editions is an indication.Vogue Italia and Vogue Paris are by far the most "important" editions,models land on the covers of these two editions are pretty much guaranteed great careers.
It doesn't mean that VP and VI always deliver nice covers though,actually most of them suck,but they are still the dominant ones.

Vogue UK and US also have their weights but somehow they started to use celebrities like Rihanna,Lady Gaga and other singers or actresses that obvious aren't photogenic on their covers.
