Not Montreal. There is pretty bad corruption at the municipal level, especially with overpaying on construction contracts because of mafia bribes.

Denmark is the least corrupt country in the world, so, yes - Copenhagen sounds about right.
BTW: lots of European countries lead in that matter.

The OP reads to me more like a Russell Brand-esque shopping list of leftist political musings rather than any standardized definition of corruption I can think of.

When I think of anti-corruption, I think of things like administrative transparency, published auditing and so on, not inequality of wealth.
