Foreigners that sound the most clearest when speaking English (title, best)

Those whom learned the language at a young age and who's professors are native English speakers.
This excludes the 99.999% of us.
Seriously, we have a really big problem with English. Even our teachers often speak with a really recognizable Italian accent (one of my teacher mixed it with a French accent, it was really hard even for us to understand her), and this doesn't help at all when you are studying a foreign language.
In addition our school programs don't focus so much about the pronunciation, even during English classes we don't have so many occasion exercise our speaking abilities.
If you add that for us English pronunciation is really difficult, because a lot of sounds are really different from the ones we are used to, you obtain a full country in which the average English proficiency is just terrible.

Yeah I'd say Swedes, Norwegians. Germans and Dutch, it depends, some sound more American or British, some more German. A lot of Asians and I'd say Hispanics sound the least 'native', though then again a lot of Americans would have more trouble understanding a lot of regional British accents than ESL accents.
Coincidentally I went travelling with a group of young travellers and there was a Danish girl who said my Australian accent was easier to understand than a couple of Brits who travelled with us. They had fairly standard SE English accents too. So there you go.
Compared to others, do those who speak Gemanic languages find English pronunciation easier?
I like those Scandinavian accents in the videos the Austrian accent as well. Some accents are pleasant as long as I can easily comprehend the individual. I find many so called neutral accents boring no character.
