I'm not surprised, considering that many of these countries border places that are going through civil war and other crises... I'm sure that most of these refugees would rather, given the option,
A) go back to a peaceful version of home, or
B) move on to places such as the EU, US, CAN, AU, etc, which are harder to get to and increasingly difficult to settle in legally.

Your figures conflict with those of the OP in that they represent those nations that have admitted to settled status those numbers of the 50-some million refugees who have been displaced. These are "re-settlement" admissions, accounting for only a tiny fraction (barely one percent) of the actual number of refugees who await a re-settlement, which for most of them will likely never come.
Slightly surprised to see China on that list. The rest? Makes sense.
The vast majority are ethnic Chinese they aren't rolling out the welcome mat for the new wave of refugees from the middle east. China views the North Koreans as economic migrants and send them back unceremoniously knowing they will be tortured.

Again, the USA win only by sheer volume. Per capita, the US admitted only about half of what Canada did.
