I'm open to the discussion whether drug use and possession for personal use should be decriminalised.

But alcohol and cocaine doesn't have the same societal effect, so they aren't really comparable.

The less Americanized a place is.... the more interesting it is for me.

So to me I have no desire to even go to the UK, Germany, Netherlands (They try hard to be like America)

Southern Europe is ok

Eastern Europe is very cool

Central Asia must be fantastic

The middle east (I am not attracted by those places)

Canada, Australia, sorry but I don't find it interesting.

South America, it is cool. I wouldn't mind living on a big metropolis like Buenos Aires, Rio de Janeiro or in some indigenous town on the Andes in the middle of Bolivia raising alpacas)

Oceania, yes I wouldn't mind living in a beautiful island like Fiji for a year or two.

China / India both too polluted and overpopulated

Japan is ok for one year.

What makes you think this is an 'American thing' in particular? How do you expect 21st Century Dutch people to live? In windmills wearing clogs?
