I am going to complicate things for you: natively or second-language speakers? In some places it would be the same one (e.g. Spanish), but in others it would be different.
In a country like France the most-common second language spoken when you include everyone is English.
But the second-most common spoken language "natively" is probably Arabic.
In Germany the answers to these two questions are probably English and Turkish.

In Norway, Denmark and Iceland it's Polish.
I don't think Arabic is the most spoken in many countries at all.
