They were probably intimidated by you. How do you look like?

But then again, I wouldn't personally greet strangers. Though when strangers greet me (and family/friends) we never ignore them. We always say "hi" back. So I'm guessing these women were stuck ups.

I really can't say much. We should be there to judge the situation. It depends on how your demeanor was and/or if they were in a bad mood. You can't determine this on an internet forum.

Good lord, this is insane.

Some cultures have a more "reserved" or poised demeanour, while others are more outgoing and demonstrative. It's safe to say that many Russians, and other eastern and northern Europeans, tend to be a bit on the more reserved side.

I thought the stereotype was that the English were the most reserved people on the planet? Stiff upper lip and all that?
