I only visited E&W Berlin once before the wall came down, and recall being "moderately" impressed.
Then 25 years ago moved from Ireland to the Wash DC metro. So you know where my sympathies lie.
Given that Berlin has been around a lot longer, and benefitted from post WWII reconstruction I'd say DC measures up well. The DC metro GDP at $425B is about 3 times the Berlin number of $140B. Not sure why such a big gap.

Same latitude as Lisbon , definitely (38°50'), Rome is way up north (41°50'), and Berlin at 52°30' would be subarctic it it was located in north america (same latitude as the James bay in CND)

Should Berlin win on optimism? Maybe Berlin should win in internation since it has more connections to non-Germanic countries being on a continent with lots of other countries. I don't remember Berlin having particularly special cuisine. Though neither does DC.
By amount of historic buildings, DC might win as so much of Berlin was destroyed. Definitely saw some 19th century streets in Berlin. Is this old or not old?

I used to live in DC suburbs, and these were my observations;
During the day time DC is pretty vibrant - all restaurants/caffees are open, but comes 5 o'clock, all the white colors - (government workers and what's not) are leaving for their suburbia, then everything - all these wonderful restaurants and stores are closing down, the city becomes dead and then the poor, the destitute, the homeless - mostly the Black people, start flooding the city. The only exception was Georgetown - pretty nice district, it stayed open fairly late for shopping, promenades and so on.
Tell me Berlin is nothing like that and I'll gladly vote for it.
