Even if this does happen (which it won't), New York can still keep it. Geneva had it before Switzerland joined the UN.

New York can't still keep it because the bill proposed, if passed also requires the UN to leave.

In reality once one enters the UN grounds, one is on international land that is not considered as part of the US. There is a treaty in place between on side of the fence and the other.

That's not true, though. It's considered US territory, but you have ceded some control over it. See the respective Headquarters Agreement.
