My list, based on their criteria:

001. London (Place: 8, Product: 9, Programming: 10, People: 7, Prosperity: 9, Promotion: 9)
002. New York (Place: 6, Product: 7, Programming: 10, People: 8, Prosperity: 9, Promotion: 10)
003. Paris (Place: 7, Product: 8, Programming: 9, People: 6, Prosperity: 7, Promotion: 8)
005. Tokyo (Place: 6, Product: 8, Programming: 8, People: 5, Prosperity: 8, Promotion: 6)

025. Sydney
012. Los Angeles
015. Boston
009. San Francisco

017. Hong Kong
013. Toronto
010. Chicago
006. Singapore

011. Madrid
021. Washington D.C.
004. Moscow
014. Amsterdam

007. Dubai
008. Barcelona
016. Rome
022. Saint Petersburg

Biggest deltas compared to their list are Sydney, Moscow and Dubai.
I've rated the EU cities rate a little lower compared to their absolute scores due to political factors.

Immigration and diversity are categories. You can agree or disagree that diversity and immigration should be factors but in this case they are and that propels all US cities higher.

All of these best cities lists adopt categories that favor or disfavor different countries and cities. To me, the biggest factor is feet....which way are they moving, in are out?

Why? Moscow and St. Petersburg are both great cities. The only reason to not have them in the Top 50 would be because of the climate~otherwise both cities are amazing

In terms of the UK and Ireland - London, Dublin, Manchester, Birmingham and Glasgow, but no Edinburgh.

LOL. NY, Paris, London and Moscow in the first 4. Cities where most people struggle to survive and only a few and touritsts can take advantage of the city.

Austin in front of Istanbul? Tampa in front of São Paulo?

Maybe because 90% of the world's population lives in the Northern Hemisphere?

Your hemisphere pretty much got all its major cities on the list, except Buenos Aires. Even Perfffffff derffffff isthere, a city I wouldn't move to even if I were paid to do so.

NYC should probably be #1, DC should probably be in Top 10 or 15. Singapore is a generic city with nothing of interest besides food and should be like #30-#40 or so.
I agree that Moscow is a bit overrated in this list, but I think it still is easily top 20 according to the criteria possibly even top 10, but definitely not top 5. Also Moscow is also the 3rd largest city in Europe in terms of GDP and the first in terms of population.
