that is an odd comment. Don't you need to speak English in the US/Australia, French in France and German in Germany? It applies to all countries, even in countries where English is widely used as a second language.
Maybe in 1998, but since we're approaching 2018, in my opinion: UAE/Dubai, Japan, Israel, Greece. Maybe Hong Kong too...
This should be what most people should pick (if they have enough and accurate information), my opinion will be the same though I'd add eastern european countries and consider dubai slightly gettind de mode.
I believe Spain is becoming more and more desirable, just maybe not for the native population who have trouble creating the opportunities that ex-pats do.
