Wouldn't nature go to Washington DC by a long shot? I mean, the Appalachian mountains and Shenandoah National Park are just beyond the greater DC area, no?
Overall, I would say DC over Madrid.
While I did think Madrid was pretty, I know better than to believe what I saw in the historic center (i.e. Gran VÃa Chueca, Retiro area, etc) is how the average Madrileño lives.
DC is impressive to me because, as others mentioned in this thread, it is an international power broker. Despite being a young city it has acquired, within the span of just 200 years since it's founding, the power and wealth that one would expect of an old world capital of major European empire.

I thought Washington had a rather humid climate? , Madrid is not humid
Madrid is exceptionally hot during the summers. Madrid is one of my favorite cities, probably top 3 in the world. However, DC has four seasons and a relatively comfortable climate. Madrid on the other hand is oppressively hot during the summer. It is insane. I went there two summers ago and there was not a single day below 100

Madrid is absolutely one of my top 5 favorite cities in the World, and if I lived in Europe it would likely be my chosen place to domicile. As someone who lives in the DC area, Madrid is what I hope to see DC become in a lot of ways, which in of itself has emerged as a budding world class city the past couple of decades, but still a lot of local American issues like crime to fix. I'm a bit envious of Madrid's core density and transit, but I think DC is poised to join that tier on a global scale in a decade or two. Long term I think DC has the potential to make it a really interesting contest. Currently I'll give edge to Madrid.

Madrid has a dry heat climate though , Washington ( like New York ) is humid, Madrid is gorgeous in winter compared to Washington
