To me it's a tie between Germany and Japan. When I was in Malaysia, I remember seeing Panasonic LCD's made in Japan being triple the amount of those locally produced.
Whenever it is possible, I try to buy made in the USA.
As respect for the label, I expect that products made in Germany will be high quality, although for anything, a purchase should be researched before spending money.
For electronics/optics/engineering products, Made In Japan/Made in Germany are pretty much the golden standard
For clothing and designer fashion, Made in Italy/Made in France are pretty much the golden standard
Made in US/Made in UK/Made in Canada/Made in Sweden are top notch across many different fields as well.
Honestly, I don’t have a very good experience with Made in South Korea. I have visited Korea and it is a fantastic country, but its products are certainly not at Japan’s level.

In terms of clothing bespoke hand made is usually the best quality rather than just a fashion label and there are lots of handmade clothing companies in the UK in places such as Saville Row.
