The UK has been a part of the European Covention on Human Rights (ECHR) since 1953 and these rights always took judicial precedent over British Law and cases were resolved in the European Court of Human Rights in Strasbourg including cases against Goernments. In 1998 the ECHR became fully enshrined in to British Law.
We do have rights in the UK and Europe, indeed Aricle 2 which relates to the right to life offers far greater protection in respect of trigger happy police.
Under the ECHR the police can only use lethal force when absolutely necessary and this requires all other means where possible have been exhausted first. The death penalty is also banned under the ECHR and it is illegal to extradite prisoners who face the death penalty or torture. It is also illegal to supply any drugs or equipment that many be used in realtion to the death penalty, which is why European pharma companies won't supply lethal injection drugs to the US.
So it's not as simple as the US has a constitution and the rest of the world don't have rights. In terms of public order, it only becomes an issue if you are infringing on the rights of others through harrassment or causing them alarm, distress or fear or provocation of violence. Racial and religious factors may also be aggravating factors in terms of public order.
