It's role in South America is something akin to New York City in North America, or London for Europe. It's a big boy heavyweight.
That being said, I'd give it more like something akin to either New York City or Chicago...like something in-between.
For those who haven't been there, it has miles upon miles of skyscrapers, and it is in the same calibre as Hong Kong and New York City as far as numbers of skyscrapers. It's a massively large ubran city. And, a pretty damn cool one too! I loved living there.
