It should be noted that nusiance telemarketing is what the TPS, OFCOM and ICO crack down on, and they fine numerous companies and work closely in terms of data protecton laws which are often international.
In terms of more sinsister fraud and scamming, the City of London police are the lead force in terms of fraud and have been to India to stop tech support fraudsters prentending to be Microsoft and other tech companies, and there have also been raids in Nigeria and other countries.
As well as the City of London police, Scotland Yard (Metropolitan Police), the National Crime Agency and the Serious Fraud Office all carry out a lot international investigations related to fraud and organised crime and work alongside opartner agencies in Europe and North America such as the FBI and RCMP.

Legitimate businesses don't call anymore, except for companies doing surveys, but that's pretty rare.
My nuisance calls are all scammers. Some leave messages in Mandarin, some leave messages saying if I don't respond the police are coming to arrest me.
The scammers are hoping to get new Canadians residents and older people who aren't as sharp as they used to be, since some of their threats are not believable. The police, or government agencies do not call and threaten people in Canada. Or they get things wrong, like saying your SIN ( Social Insurance Number ) has been suspended, which is impossible.

Legitimate businnesses can call as long as you are not on the telephone preference list, it's only nuisance and unwanted calls that are subject to action.
In terms of scammers, you do get scammers but they are a matter for the police rather than OFCOM and the ICO.
Action Fraud in the UK is useless, however the police do take sme action in relation to major large scale telephone fraud, the type who tried to dupe people on mass by pretending they are microsoft, amazon, tax authorities, social security scams etc etc.
You can get a blocker or your provider can block calls for you, as well as joining the Telephone Preference Service list which you can do on-line in 2 minutes.
Once your name is on the list you are not supposed to be contacted by telemarketing or any other sales, and companies can be prosecuted.
Surveys is one of the was some companies look to get areound the law, however authorities are increasingly closing loopholes in the law.
