OUTSIDE the U.S., Canada, Australia, Ireland, and New Zealand, in which large cities (1m+ population in metro area) do people commuting by cars or trucks have it easiest?

How do you mean easiest? Most orderly traffic, best maintained road, easy to navigate road system, best rules, lack of traffic jams?

A lot of Australian cities suffer from sometimes severe traffic congestion.

In Europe, I found Dutch and German cities to be among the most car-friendly. Organized traffic, well-maintained infrastructure and large avenues.

A lot of European cities encourage park and ride schemes with varying levels of success. Park and Ride allowing you to park your car at a location within easy reach of the city and use public transport to make the remainder of your journey.
