This is my list of possibilities:

Iran - no alcohol, G-rated movies, watch out if you're not Muslim!

Belarus, Ukraine, Russia - any of those post-Communist nations - all I picture are endless grey state built flats, cold winters and not much to do.

Australia (Western) - where I live now, bloody isolated and boring

Mali (Africa) - in the middle of the desert with nothing but mud huts and goats

Kiribati, Pacific Islands - they seem happy, it's a shame it might be gone in a few decades, but talk about super-isolated!

I think that if you live in larger cities in the former Soviet Bloc, it can be great (Moscow, St. Petersburg, Yekaterinburg, Odessa, Kiev, Minsk...)

In my experience, the most boring countries are those most well ordered, like Switzerland, Austria, Germany, France.

I prefer a some disorder and chaos typical of southern Europe and South America, even the UK and the US.

Life is risky enterprise by its very nature, social guarantees are aimed at eliminating that, thus rendering life a deathly bore.

I'd rather take my chances with the vagaries of the universe, free markets, social diversity, corrupt politics, stuff that stinks of the reality of life.

Though to be sure, short of violence, war, having to break one's back to grow food, the drudgery of mere survival.
