It is not "gender-neutral"; there is no such thing in English; it is neuter. Common gender is a gender. The correct form is he. Like it or not, that's Standard English. Standard English is the name of the dialect used by the educated.

Latin is the dialect used by the educated.

Language wars get to be silly. Language is just another representational model that we use to express thought and concept and representations of reality. Every model has flaws, and the forced gender assignation of language ultimately has become a flaw as civilization has progressed beyond enforcement of caste, class, and sex roles.

The "used by the educated" argument probably had its heyday in Edwardian England, when the dialect that was spoken enforced the classism, and those who spoke "proper" English also had been forced into a classic liberal education that included groundings in Greek philosophies, the rise of Western Civilization, and a drilling in social structure.
