Frost line, in the open, is usually down 42 inches. I say, in the open, because frost where ground is traveled on causes the frost to go deeper.

A few years back, our water lines down on Main Street (Sheridan) froze up and they were down 11 feet. But it was under the traffic.

Unless it's really hard ground, a back hoe will dig through frost with no problem. Of if they use a small cat. Either way you shouldn't have a problem digging it, just with it filling with water when everything thaws around it.
