Knoxville, TN vs. Fort Worth, TX?

Hello,
I have grown up in TX, but was born and spent the first 8 years of my life in upstate NY. My husband is from Boston, and we have both been missing the four seasons and the fall and "small town feel".
My husband would be working at a company south west of KNoxville. We are wondering what cities are best fit for us. Here is what we are looking for:
- VERY Safe area
- Great schools
- Gated or very nice subdivisions (up to $200k price range)
- Small town feel is not needed, but liked
- Close to shopping/entertainment (but far enough away to enjoy the "slower" lifestyle)
We would love to be in an area that has hardly any humidity, green grass, beaitiful scenery, fun farmers markets, movie theaters, mom & pop shops (non-chain restaurants) etc.
Please give me any information you can.
