Seems like the minimum it would cost is $70k and if they put it in terms of that then they are worried about it for the biological potential but also the submarine implications.
It is news worthy because the military leaked it to the media so we shouldn't take it lightly. Obviously it would not be something that wouldn't be leaked as it didn't come directly from a press conference and when was the last time you heard of he military having a "opinion" section of daily outlet?
