It doesn't need to be that formal . . .a moderator can comment when convenient . . . every five, ten, fifteen or twenty responses . . .it doesn't have to be set in stone.
It should be a moderator who themselves has a logical bent and who understands the dynamics of debate. Someone who could refrain from emotional responses themselves.
I think having someone pipe up with a synopsis of the current discussion could add a level of fun to the forum, and also it would elevate discussion on certain issues and at some point it would further discussion because people would be able to point back to certain threads . . . it's the logic and the "Rules of Hoyle" (or whatever the debate rules are) that could make it really interesting.
I am sure every good idea has someone to shoot it down with negative ideas . . . but it COULD happen. It wouldn't hurt to try it. But I will not hold my breath.

Why not try it yourself? The debate would only be one thread, which you could create... At the end of the time period you could put a post that the debate was over. Then you could create/add a 'Poll" to the thread list all the debaters, and have everyone who wants to vote on a winner, can do so....
