What methods are at a mods disposal for banning people here? Can they only ban a particular username or can they ban the IP as well? Is it possible for the lead admin to blacklist web proxies so that if people are registering new names on there you can get a working database created to make it harder for banned individuals to make new aliases?

We have several methods of banning, including but not limited only to those you mention. I'm afraid I cannot go into more details.

Because the mod in the board I frequent cannot seem to keep a particular individual out for good. If you have these methods and more it should be really inconvenient for him to make more aliases and the troll should've given up by now.

^^ Maybe it's not the same troll? I'd simply report it and forget it, let them do what they do best with monitoring the forums and keeping things moving as well as they do. The best thing to do is ignore a troll and don't give them the attention they look for. IMHO

Just to clarify, why we do allow name changes these are relativery rare and you can't just request one every day These are new accounts that appear when the old ones get banned and yes, unfortunately, the ignore list is not really effective against them
