I ve been noticing these two choices at the top of the topics. Wouldnt posting a reply and posting a new thread be the same thing?
No, you can click on them and see they are different options.
'Post Reply' is adding addtionoal posts to the current thread.
'Start A New Thread' is just that, starting a new independent thread located in the index forum were the current thread is located.

I'm not quite getting it as if i reply to a thread arent i starting a new thread? As an example if i were responding to a topics post 99 using either option wouldnt my response come out as post 100?

That's exactly right. Your response would be considered a 'post' not a thread. A thread is comprised of posts. The forum is comprised of many threads.
Another way to look at it -
You started this thread. Several of us have replied. Our replies are comments or posts.
I hope that helped or did I confuse you even more?
From your description lilylady I think whats confusing me is the semantics of start a new thread and start a new topic if Topic and thread are the same why wouldnt i go back to the section and just start a new topic when one comes to mind.?

Your question on "About Forum" with the title: "Post a reply..Start a new thread" is a new thread. Your OP is post #1, and you started a new discussion/subject, because each new discussion is called a thread.
Your posts #5 and #7 (see above) are just a "reply" in this thread.
In other words: if you have a question or an interesting topic, you start a new thread and write post #1.
When you reply to an existing thread - yours or someones else, your post is just a "reply" in that thread.
If you start a new topic then you start a new thread. That new thread will be about your new topic.
New topic = New thread
BTW: If you start a new topic in an existing thread, then you are hijacking that thread, and that's against ToS
Well, I pondered your dilemma in post #7 and I think I understand it now.
Frankly, I also think that placing "Start new thread" on a top of an existing thread is a bit confusing, and actually not necessary IMHO. Because someone reading a particular thread will not want to start a new thread.
However, when someone go to, say, Computer Forum and check the list all those existing threads, AND don't see any thread about something he wants to ask or talk about, then that person would want to start a new thread, and the "Start a new thread" button is just very convenient right there, on the top of a LIST of the threads.
So, "Start a new thread" button placed on a top of a FORUM makes more sense to me, than placing that button on the top of a THREAD.

I agree. Doing it that way might eliminate some confusion.
