Likely Birmingham, given that Cullman is in the Birmingham DMA.

Cullman has more in common with Huntsville I would say. The Cullman/Blount County line is where the culture shifts IMO.

I'm not sure that Cullman gets much airtime on tv news, and probably won't unless someone creates a local station.

The Huntsville stations focus on the "Valley" advertising market, which stretches from Florence to Ft. Payne. Tennessee and the Cullman area only get the rare news story, and any mention is more likely to be about weather than goings on.

Birmingham dollars for news and advertising go to the metro area, with the dog and pony show in Montgomery more likely to get news minutes than anything in Cullman.

Cullman local news might be covered by a local radio station or pennysaver paper, but I wouldn't hold my breath waiting for tv coverage.

Cullman is definitely an independent city. Partly due to geography. But, I think most people there identify more with Huntsville than Birmingham, culture wise.

If I was from there, and wanted to live in a smaller town, I would definitely do everything in my power to live there. It has what you need.
