When are you moving? I'd recommend waiting until you arrive to buy to see what the locals are wearing. Most winter coats from the lower 48 (normal winter coats and not SE winter coats) will be fine in Alaska areas. When I lived in the interior it was quite common to see everyone wearing carhartt coats with layers.

Any store that carry's kids clothes will have all you need. Usually lots of stuff in thrift shops too. Make sure to get bright colors so they can be seen in the dark of our winter or sew on reflective strips.

If you are shopping in Anchorage, there is Fred Meyer's, Target, Walmart, Sears, JC Penny, Cabelas, Bass Pro, thrift stores, North Face, Costco, Sam's Club, Big Ray's, 6ht Ave Outfitters...

Yep, VV is in between Sears and AIH, on the corner of Airport and Market, behind a Bulbs and Batteries store that can be seen prominently from the road... it's actually on a frontage road, don't remember the name of it.

I was also going to recommend VV. You can find great stuff at reasonable prices there and my cousin's wife gets winter gear for my niece there.

Fireweed Consignment also has kids clothes but I don't have kids, so can't comment on selection or prices.

There is a Fred Meyers in Soldotna, a mere 75 miles or so from Homer I think. Kenai has Walmart, which is about the same distance to Homer. I shop at Freds and they have pretty much every type and size of kids clothes/shoes/boots. And there are thrift stores if you need basic outdoor stuff that can be shredded on sled hills and in the woods with a much less cost.
