I have lived in Albany and Rochester. Both are segregated and racist, but I find Rochester is moreso. They have a race riot legacy that you can still see the remnants of. I think the fact that Albany attracts a government workforce that includes African-Americans and Hispanics from around the state means it has a middle-class minority that Rochester does not have.

There are middle class people from both of those groups in Rochester, it just may not be as well publicized or know. Many live in parts of the city like the southern end of the 19th Ward, the SE Quadrant and in some NE neighborhoods, as well as towns like Henrietta, Brighton, Chili, Irondequoit, Greece and Gates, with some sprinkled into the Eastern suburbs as well. I say this because I have a sibling in the area that has a family that would definitely be viewed as middle class. In fact, in their census tract in the town of Chili, the Black household median income is higher than the White HH income by $5000(85k vs 80k) and the census tract is a decent 11% Black. So, it may just be a matter of knowing where to look in these areas.
