I thought this article did a very poor job reciting the full details of the report, how the reports were found (using what as specifications?), and such.
I tried to find a link to the actual report but couldn't. It's hard to tell if the report is based on all cost of living items, or just cost of doing business (not the same). From a cost of doing business, I can see where NM would be considered high. Between the GRT, the workers comp tax, and the higher max limits on taxable income for employer paid unemployment tax, NM/ABQ is pretty high IMO (compared to other states I've been in). And isn't there some health insurance pool companies have to contribute to if they don't offer insurance? (or is that something that the legislature is trying to pass?)
