Are there any? I can't think of any. I could only say countries in the Eastern Caribbean that never used war to reach resolutions.

Maybe Costa Rica. While the two World Wars were going on, Costa Ricans were quietly having coups and civil wars, which the world paid little attention to. But the worst civil war, in 1948, left only 2,000 dead and lasted less than two months. A couple of presidents were deposed in coups between 1914 and 1918. Once WWI was over, the Americans had time in 1919 to go down there and force the president to resign with threats of armed intervention. In those days, it was routine for the US to just arbitrarily, according to whim, support or reject various dictators and have troops at the ready to send in as needed.

But all of that notwithstanding, Costa Rica has had a pretty peaceful history by Latin American standards.

Costa Rica has had it's share of issues but compared to other nations it's a lot more stable. Belize and Panama are some other nations within the "region" that seem to also likewise have stability compared to other nations.

Costa Rica & Panama were ensconced and ensued in a violent bloody war and series of fights and battles over borders, land, disputes that took place in 1921. It was/is known as & called "Guerra De Coto". It affected the borders of both nations, and damaged relations for a long time between the two sovereign nations.

Dident Costa Rica also fight a border war with Nicaragua at one point? I recall reading somewhere that in the 1980s the Civil Guard (now called the Public Force) had to create a US trained Border Security Battalion to patrol the Nicaraguan border.

Also bear in mind that the Public Force is basically a police force that doubles as an army. They have mortars, armored vehicles, heavy machine guns, etc. Certain units are more or less fully trained combat troops (the aforementioned Border Security Battalion, the COIN Battalion, and the Presidential Guard Battalion).
