One thing to remember is that USPS is actually not delivering your mail when you ship it out of the country. USPS will only be handling your package from your house to the post office of the country you're shipping it to. After that, you are depending on that country to ship your package.
I've sent many (personal) packages to India without problems. I sent one to Colombia before, but it arrived months later.
I've never actually sent anything to Bolivia, so I can't comment on their mail services.
