The capital is cut off from globalization, but it has cosmopolitan characteristics with various phenotypes, cultures, and style. Do you agree?

Nope

Havana is 99.9% Cuban and the last time it had a significant amount foreigners was before Castro rose to power.

The foreigners from Castro's reign have retained their culture.

Why does Cuba seem to be stuck in a time warp?

It was before communism, 1959, had a large foreign population of almost 30 percent that left.
Reminds of Oran, Argel, Casablanca or Alejandria, ancient paradises turned into totalitarian dust.
But yes, very cosmopolitan ruins and people are indeed cosmopolitan.

Really? News to me. When did the US government lift the travel embargo for us to go to Cuba and why did they tell you first?

Canadians and Europeans routinely visit Cuba in sizable numbers.

Americans DO visit Cuba, but they have to go through a third country. So, they'll go through either Mexico or Canada or Central America. When they visit Cuba, Cuba will NOT stamp their passport. Instead, they give you some piece of paper that states your legal status to visit. Of course, you can't lose that paper, as you must bring it back to immigration on the way out.

I don't think it's technically illegal to be in Cuba as an American. It's illegal to 'spend money' there. Additionally, the U.S. will not allow flights to Cuba directly. However, supposedly Miami is an exception to this, and has flights for Cuban-Americans - or so I've heard anyways.
