If you are in the USA and want to take your dog to Panama, you contact the usda afes veterinarian. He has the forms you need to have certified in order to get the dog into Panama. He'll tell you what health certificates and vaccinations the dog needs to have.
Then you call the airline that will be flying the dog and find out what health papers the airline requires.
All of it is very time sensitive. Get it all lined up and then you have to hustle to get it all done before certificates expire.
Some countries require all the paperwork to be submitted to their embassy for appropriate stamps and fees.
To get that dog out of the airport is going to take you like 4 hours because a vet has to see it before they let it in the country and of course, you will have to pay for the check up.
