Medellin has a metro for years, but it always seems like Bogota spends a lot of money on studies but never gets around to starting construction. Does Bogota have a firm date for construction, or is still never ending studies?

This is a frustration for many people. The fact that Bogota was a lake and still has many wetlands (humedales) in its urban boundary makes it one of the most expensive places to build an underground metro in the world. https://en.wikipedia.org/wiki/Wetlands_of_Bogot%C3%A1

However, the Bogota metro project was just in London to secure the final funds for its construction.

Previous mayors Samuel Moreno (whose in prison for embezzlement) and Gustavo Petro promised a metro without securing funds. The current mayor Enrique Peñalosa sought to first implement Transmilenio which is a 10th of the cost per kilometre than a metro before embarking on a metro. Transmilenio for all it's defects transports more people than the Buenos Aires metro which is also seriously lacking for a city its size. All Bogota commuters now use organised forms of advanced integrated transport thanks to the Transmilenio/SITP system unlike cities like Lima where the majority of commuters still use combi-vans and moto-taxis. Transmilenio has now reached its limit (2.2 million passengers a day) and is crumbling under its own success. It's essential that a metro be built in its main thoroughfares, unfortunately Bogota has had a run of poor mayors between 2004 and 2016 - now Bogota finally has someone who has already proved in the past he gets infrastructure projects done. Also its not just the metro but a Rail system to the commuter belt and the El Dorado II airport which is also evidently needed due to the huge increase in air transport and international visitors.

If it’s expensive maybe they should look into bus rapid transit. Lima has a line through el Paseo de la Republica.

They have a bus rapid transit. It became so popular the system is overwhelmed. Transmileno(the bus system that uses dedicated lanes) works well.

Bogota does NEED a metro, but whether they will actually successfully build it remain to be seen. Building a metro would help further economic development and that would ultimately help check organized crime nationwide.

Despite that some major U.S. cities have trams, I always associate them with Europe. Don't know why. lol

They also have "MetroPlus."

Yup, Lima has a bus system that essentially functions as a pseudo-metro. Overall the public transport in Lima is pretty terrible, with a crowded one-line metro, and most people relying on vans/city buses

Bogota already has the most extensive BRT system in the world, 113km of main thouroughfares and 663km of Feeder lines. That's the Transmilenio system I was talking about.

However, it's of course insufficient for a city of 8 million people, 9.3 million in its metro area. So the system has been suffering since 2008 and its now close to collapse. The metro should've been built in 2010 to alleviate the system but the mayor at the time was imprisoned for corruption and the following mayor also neglected the city. The metro project has been a disaster, most people expect the current mayor Enrique Peñalosa to finally get it done after years of stalling.

Pueblo Fuerte, have Bogota a urban rail systen at least? São Paulo for example, the metro system is yet pretty small for such big metropolitan area but there are rail systen lines getting the neighborn cities, doing the metros’s work.

Nope, no urban rail. That's another frustrated project that will hopefully be built by this administration along with the metro. It intends to connect El Dorado II airport to the city. The national rail systems ceased to exist in 1990.

The luck of São Paulo is that the urban rail lines came before of the city. All lines we have crossing the metropolitan area were starting being created since 1860 for transporte the coffee from the interior of São Paulo to the port of Santos.

So when the city grew up the rail lines already were there crossing whole cities around São Paulo and São Paulo itself, having the surface lines, became much easier just modernize them to a metro rail urban systen but really was nothing previos planned.
