Best Metro: Santiago (although personally i think metros sould only include subterranean systems, but ok).
Best Commuter rail system: easily Buenos Aires, since only Sao Paulo and RÃo, among LA cities, has as a sizeable urban train system too. In the rest of Latinamerica they're very marginal.
Today the Metro of Santo Domingo got a little bigger. The second phase of the second line was inaugurated.
The happiest people with this extension are the lower income segment of the population. They are the ones that benefit the most from this very cheap fast transport in air conditioned comfort. It sure beats crossing the city in the strong Caribbean sun, heat, and humidity. This extension also ends at the doorstep of Mega Centro, which I think is one of the largest malls in the Caribbean.

That's great! I'm really glad for Santo Domingo and also other mid-sized regional capitals such as Quito that should be opening their first metro line next year also.
Any idea how the finances are balancing up? Is the metro paying for itself/making a profit with ticket sales or is it subsidised?
The Mexico City Metro is great but not as extensive as people say. The closest station to the center of Coyoacan is a 20 minute walk away, Polanco needs an east-west line, Santa Fe desperately needs to be integrated into the system, and there's at least 3-4 more lines needed for the outskirts of the city (not the State of Mexico, but the actual CDMX). Add another one if the new airport happens.
I also can't believe the government chose Metrobus over the Metro on the Reforma and Insurgentes corridors.
I agree with that. Insurgentes and Reforma Avenue are two of the major job centers in the central city area - building a line under either of those avenues would efficiently serve a lot of commuters.
From what I have recently read in BN Americas, I don't think the municipal government of Claudia Sheinbaum is considering the construction of any more metro lines.
Instead the city is prioritizing the extension of line 12 from Mixcoac to Observatorio station, as well the modernization of line 1 (the oldest in the system).
