Professionals work wherever there are corporate offices. They aren't artists looking for cheap rent. Manila is the economic heart, so it's where the expats who make expat salaries live. Some offices are in Cebu or Davao, and some go there accordingly.
"Expats" don't generally 'take over a city' and make it into a 'hot' and 'up n coming' destination.
Um I know it is on the coast. I am asking if it has a nice bay walk type area good for relaxing and walking.
No, Iloilo doesn't. It has a mall that expats would frequent to walk around. I've been there twice, and I liked it well enough, but it doesn't have that.
The Philippines is funny, with 8000+ islands, there aren't any cities that have a nice beach right in the city limits, like you'd find in most other cities on the ocean.
I think Cebu is the most comfortable city for expats though. It has the amenities of the Manila, with the plethora of negatives that Manila has.
