I have been to neither, but I have been to Kyrgyzstan which is located close to both. I believe, just off the top of my head, that Tajikistan the people there are related to Persians and speak a language related to Persian. While Turkmenistan, as the name may give a hint, the people speak Turkic languages. Perhaps if you are interested in Persian like things then perhaps visit Tajikistan and if you are interested in more Turkic culture, perhaps visit Turkmenistan. I think Tajikistan is more mountainous overall with the Pamir mountain ranges and is also and is located closer to Western China. If you love the mountain scenes than perhaps go to Tajikistan. If you like a little more desert and sea as Turkmenistan also lies along the southeastern part of the Caspian Sea then to Turkmenistan. Just a thought.
Lol they have names that confuse me, but rather than these 2 whom seem to have similar culture anyway (turks nomad-persians-mongols-russians) i would go for Uzbekistan.
