Abstract: Objective To study children's intelligence after universal salt iodization (USI) had been implemented for 10 years in China. Methods: The children of 8 to 10 years were sampled by population proportion sampling method. The samples were divided into groups according to the province, age, sex, urine iodine. Intelligence quotient (IQ) values were measured by the combined Raven's Test in China (CRT-C2). Results The mean IQ of children was 103.4, standard deviation was 17.7

A lot of those none triple digit IQ areas are very poor. Lack of good nutrition can slightly lower the populations' IQ by few points. So, what I am seeing is not abnormal. It's not like some area with mostly Han Chinese are in the 80s or 70s.
I'm really not surprised by these results. I think intelligence is more of a cultural factor and the lower Yangtze region (southern Jiangsu, northern Zhejiang, Shanghai) has been entrenched like that for years in terms of culture and the language tied to it. It's a shame it'll disappear within 2-3 generations because the youngest generations can't really speak their mother tongue at all. And when the language goes, so will the culture.
Basically, the mishmash that are the "Chinese" are pretty smart....certainly much "smarter" than the mess called the "Americans", unfortunately.
